New algorithm for weight calibration

A. Replacing icarus with survey package's calibrate function. Due to:
1. Icarus having too poor precision and no obvious way of over-riding it.
2. Icarus being inconsistent in its determination of the order of categories of factors provided as targets (sometimes ordering based on levels of factors, and sometimes not seeming to do so).
B. Improving error checking for inputs.
C. Dealing with subset arguments that cause a change in the number of levels of factors.
D. Fixing unit tests as were passing incorrectly.
E. Using ranking for categorical adjustment variables.
