Commit Message

Add __init__.py to `data_chunks`

- Apparently, despite PEP420, `setuptools.find_packages` doesn't find
  packages if they don't have an `__init__.py`
- Resulted in `data_chunks` not existing in the packaged library
- This is why the first alpha build, v3.0.0alpha0, was DOA
