Provide `sdram_alloc_for_vertices`

Method which accepts resources (as used for place and route), placements
and allocations (as generated by place and route) and will return a
dictionary mapping vertices to file-like views of the SDRAM they have
been allocated by SARK.

Incorporates suggestions and documentation by @mossblaser.
