Add the forward command to bmctool (#12)

* Migrate codebase to spf13/cobra.

* Add tests for the cmd package.

* Update README.md.

* Include tests.

* Fix import.

* First working implementation of bmctool forward.

* Make user configurable.

* Actually read env variables.

* Fix log levels.

* Add error logging to tunnel and wait for goroutine termination.

* Fix --project flag.

* Use mlab-oti as default project.

* Create local servers for testing in tunnel_test.go.

* Remove useless and dangerous "defer" from tunnel.go.

* Add an integration test for tunnel.

* Uncomment SSHAgent().

* Make sure ports are randomized.

For the local endpoint, the port is the remote endpoint port + 1.

* Fix merge.

* Simplify tests and use t.Fatalf().
