Rename Operations::Shared to Operations::ChangeSet

The Operations::Shared module became the dumping ground for transactions
that didn't seem to have a defined place to go at the time. Now that
it's clear that these all deal with change sets in some way, it seems
appropriate to rename their module namespace to reflect that.

Note, Transaction::Shared is still a thing and seems correct since that
whole list of transactions is literally shared all over the place.
