Add new 'xml-format' command

- Converted the half-baked xmlindent.py script into 'ksconf xml-format'.
- Added several simple unit tests and confirmed PY2&PY3 behavior and docs.
- Added lxml dependency to the project (for now; requires wider testing).
- Updated Splunk app build to include all deps except for lxml (which is already
  present in the Splunk deployment for the 'xpath' search command), also the
  library is OS-specific and therefore can't be distributed this way.
- New pre-commit hook called 'ksconf-xml-format' that uses the new commands.
