Check if the pod is valid as a shortcut to STALE_TIME (#16)

* Use `python-decouple` to parse environment variables.
* Removed the deprecated `restart_failures` parameter.
* Re-introduced the `is_valid_pod` check.
* Removed GracefulDeath as it is unnecessary.
* removed the pip cache from the docker image.
