Commit Message

moves the config block parser to the node object

This commit moves the block parser from the api.abstract module to the node
class.  The get_block method is still availble in api.abstract for backwards
compatability and might be depricated at some point.

This commit also addes flake8 to the environment for validating the source
code.  To use flake8 a new Makefile target was introduced: make flake8

Finally, flake8 errors and warnings were cleaned up from the pyeapi modules
