Increase allowed complexity in eslint

Bump complexity, as it's needed for the extra defensive button plugin stuff with all the additional checks to avoid the Firefox bug.
Can be turned back to default 20 once we stop overloading the button plugin to do fake checkboxes, fake radio buttons, AND aria-pressed toggles all at the same time...
