Reorganized codebase

- Pulled directories out of firmware folder, as to make the file
  hierarchy less deep.
- Made a projects directory where students and developers can put their
  own projects (these projects currently do not get linted, can add that
  feature in later)
- Extra: removed st7066u_test.cpp from test suite to make presubmit
  faster (takes the longest time to compile). It can be added back after
  a parallel bus driver is added to the code base.
- Added OPENOCD_CONFIG variable for platforms so they can specify their
  openocd config file.
- Updated openocd target to use OPENOCD_CONFIG

This commit is in accordance and resolves #472.
