Add API url for station status info

This adds /api/network/status which returns a JSON with status info
for each station, to be used by neckar to send status emails to station
contacts.

The status info follows the terminology using in publicdb.status_display:
`status`: station status based on data uploaded in the past days.
`nagios_status`: the currect Nagios status (not implemented)

Status can be `ok`, `unknown`, `problem` or `down`
