Improve Java logging [ECR-3174] (#911)

Improve logs of Java runtime, logging on:
  - Java Runtime bootstrap
  - Artifact loading (at debug — it's an impl detail)
  - Service instantiation
  - API mount, including a full service endpoint

Also, reduce QA Service state hashes log level to INFO,
and remove tests of logs as hard to maintain (we could
make here a `StateHashReporter` interface and inject
a mock in these tests, but … it does not seem to be worth it)
