Frontend classifier (#294)

This commit adds a frontend classifier to the NLP interface.
This classifier checks if the input is a question, command, or a chatty input, before it is treated as ThingTalk.

The classifier is a one-layer feed-forward network on top of the pretrained BERT embedding. It is implemented in Keras.
