Merge pull request #483 from flow-project/remove_scenario

Remove scenario

- replaced `scenario.vehicles` in the environments with `initial_vehicles`
- updated the `initialize` procedure in the vehicle kernels so that they may be initialized with the correct number of initial vehicles
- moved `get_initial_speed` from `VehicleParams` to the vehicle kernel
