enable run-time polymorphism (algebraic/class)

Adds a simple mechanism for name-based dynamic dispatch with syntax
parameters. This is a big deal because now things like the monad class (w/ do
notation) can be implemented generically and then overridden on a per-type
basis with minimal fuss.
