Support multiple OpenAPI specs

This commit adds support for indexing and using multiple
OpenAPI spec files.

This commit also refactors the indexing code by reusing a common
abstract class for indexing Swagger and OpenAPI files. There are
very few differences between indexing Swagger vs OpenAPI specifications.
