Repository access controls

Using Blacklight's access controls, this defines a set of attributes
that can enforce different types of access to Valkyrie resources.

Changes:

* removes dependency on Valkyrie's access controls
* installs Blacklight's access controls
* enforces search, view, and edit restrictions on resources
