Reconcile new carousel slide merge (closes #978)

* NEW_CAROUSEL_SLIDE now uses `{% flags_enabled %}` for consistency with ADVERTISE_ACTIVITY_UI
* ADVERTISE_ACTIVITY_UI block is merged compatibly with the new carousel branches
* The lower “Try the new thing” button has been removed
