Cache lock failure (#71)

* Add caching of locking failures
This will cache a failed locking attempt for 30 seconds.
If another attempt is tried on the same resource the same exception
will be re-thrown.

* Shorten path for cached exception discovery
Before we try to lock all the resources in a repair group make sure
that we don't already have a known cached exception for one of them.
