Implement background fetch to sync in the background

This is a complement to the background fetch triggered by
notifications which should make it more reliable by also
background fetching with an interval of one hour.

This provides the following benefits:

* Transactions should be redeemed without starting the app
* Change would be returned to the sender without the recipient
  having to do anything
