* feat(users): Borrow Requests and Lend Books feature (#39)

- Patron can request for a book available in the library
- Patron cannot request for a book if user has reached borrow limit of 3
- Admin can accept a borrow request for a book if Patron has not reached borrow limit
- Patron can extend borrow period if it is not yet past return date


* chore: set up client production build for heroku

- Install webpack dependencies.
- Add plugins and dependencies to webpack build config

- Place public folder at root of application to allow access from
  server folder and heroku build folder.
- Remove index snapshot test from index spec. cos it will always change.
- Add test-order script in package.json to make test run sequentially.
