Provide mechanism to tell --opt="" from --opt

This commit adds a new method, Config.SuppliedWithValue(), which can be used
to differentiate between a bare valueless option, and an option set to an
intentionally blank string.

This is useful only for string-type options with optional values, such as
mimicking the behavior of --password in the MySQL client.
