Hybrid Testing: DRY out code in JS hybrid test scripts

Use common utility functions to:
* Construct env opts so the same options are passed consistently
  in all JS -> PHP crossings no matter what code is run on the PHP side.
  A lot of recent test failures have arisen because of incomplete
  env data being passed across.
* Run PHP script with the right args and return stdout.
* Update env.uid on return.
