feat(users): Borrow Requests and Lend Books feature (#39)

- Patron can request for a book available in the library
- Patron cannot request for a book if user has reached borrow limit of 3
- Admin can accept a borrow request for a book if Patron has not reached borrow limit
- Patron can extend borrow period if it is not yet past return date
- Tests for all possible scenarios of borrow, lend and extend borrow period feature
