fix bug 1146430 - Update to DRF 3.1

There are many changes for the new Django REST Framework API and
conventions:

- DRF fields are updated for the new API (bind vs. initialize,
  to_representation vs field_to_native, many_init vs many, change in
  validation proceedure).
- Use DRF 3's CurrentUserDefault instead of custom AutoUserField
- DRF serializers are updated for the new API (.Meta vs .opts,
  from_native to to_internal_value, etc.).
- Update view_feature serializer for new API
- Many renderer changes to handle the new data types for multiple
  resources, as well as differences in where metadata is stored.
- Updated the method for delayed instance caching due to API changes.
- Update tests for new method of serializing datetimes, new error
  messages.
