spike: implement cascaded dimension transforms

* Normalize naming and ordering on a few things I was exploring.
* Add NewDimension object that implements cascaded dimension-level
  transforms. This isn't called by anyone yet, but I'll integrate it in
  with FrozenSlice in a later step. Making it a separate class prevents
  breaking all the legacy code that uses "classic" Dimension.
* Next step is to do the same in a _NewAllElements class that will
  implement the element ordering transform (at least part of it) and
  then to something like _NewElement that will implement element-level
  transforms like rename and explicit hide (like element.is_hidden or
  something like that).
