Remove incorrect TODO from spec matchers helper

We won't deprecate the symbol/message tuple form as a means of returning
hook statuses any time soon, as it's much more convenient than
returning an array of messages.

Perhaps we'll think of something clever which would deprecate this form,
but for now remove the TODO.
