<a href="https://github.com/wikimedia/parsoid/commit/fb1cd3ff5">Hybrid testing: Fix output generation for non-conformant passes

* Pass more env options over to the PHP side
* For CleanUp-cleanupAndSaveDataParsoid pass,
  - Since the pass has already stored the data attributes
    into the DOM, on the PHP side, serialization to HTML
    requires ContentUtils::toXML, not ContentUtils::ppToXML.
  - Similarly, on the JS side, for this pass, parsing to DOM
    only involves a raw parse, not a ContentUtils::ppToDOM.
  - TODO: Need to look into a few crashers. Punting for now.
    Can investigate more later.
* For the Linter pass,
  - Return lints as serialized json blob instead of stuffing
    it into the body&#39;s data-parsoid attribute.
