63 incrementals (#135)

* Upgrading to the Traject 3.1RC. Plus some incidental updates provided by bundle update.
* Adding mail gem for email fun.
* Moving scripted bash commands into rake tasks
* Added whenever gem, also ran bundle update which updated a few gems and removed a few
* Initial rakes added to whenever schedule for processing daily adds/deletes
* run at 4:10am
* Upgrading to 3.1.0
* Using built-in delete function in traject instead
* Adding a constant for Solr url to be easily changed depending on where we want to do this stuff
* Added traject to take advantage of the delete method
* Documentation, sorry left this out with a stash
* Realize that traject is only needed for delete operation
* yamlizing our solr config, also setting the incremental deleter log files to the incremental logging spots
* Using the programmatic approach to indexing updates and just running the index process on all daily add files present rather than one at a time.
