Change binary cache invalidation strategy

Because of switching to `pip install --download' the implicit binary
cache invalidation originally implemented in pull request #21 was no
longer effective. I noticed this while working on issue #52 and again
while trying to upgrade to pip 6.1.x.

I'm not yet sure how effective the new method will prove to be, but by
switching to `pip install --download' and upgrading to pip 6.1.x there
really wasn't any other choice -- requirement.url no longer means what
it used to mean inside pip-accel, so it could no longer be used.
