Tests: standardize the way we check for thrown exceptions (#1007)

We have many different ways of checking for thrown exceptions. These are
not standardized, and make it difficult for a reader because they have
to learn the different ways of throwing exceptions.

Let's standardize the way we test exception throwing behavior,
specifically towards using Assert#assertThrows.

  [1/3] Standardize Assert#assertThrows(...) calls to use static import
  [2/3] LogicManagerTest: Split assertCommandBehavior into assertCommandSuccess and assertCommandFailure
  [3/3] Thrown exception checking: Migrate to use AssertThrows
