PWG-74 - address OOM issues in thurloe when updating keys (#70)

* * fixed routing issue that caused POST /api/thurloe to execute a future that queried the entire database
* added validation check to GET /api/thurloe to require that some query parameters are specified so you can't get back the entire database

* make gcloud docker auth revoke optional
