various README touchups

* flesh out Development section of readme, link to db readme, mention of confusing terminology around "seeding" and link to issue
* implore devs to keep db/README.md up to date
* add short replication-focused README to app/jobs (with replication flow diagram, explanation, and link from main readme)
  * hat tip to @atz for the original diagram, and for much of the original replication architecture/implementation
