Use min_AQ1 correctly when min_AQ2=0 (#167)

Fixes a logic flaw where setting min_AQ1>0 had no effect if min_AQ2 remains 0 (#165).

Modifies min_AQ representation so that it can distinguish (i) lack of carriers from (ii) carriers with AQ identically zero. The reservoir values are initialized to -1 instead of 0, so encountering a -1 value at position k indicates there were k carriers.
