jpeg.go: Fix bug with insertion location of new EXIF segment

- Move EXIF parsing to Segment.
- Added unit-test to verify that SegmentList's with brand new EXIF
  segments can be processed.
- Added unit-test to verify that a single Segment with brand new EXIF
  data can be parsed and read back.
