* Followup to 1e5e0e40.
* Add type hints.
* Use consts where possible.
* Use strict equality comparisons.
* Make a bunch of methods static.
* Remove commented-out dead code.
* Simplify some code in a few places.
* Add back missing code from the JS side.
* Make a bunch of private functions public since they are used
  by other parts of the codebase.
* Reorder functions so all the public functions are at the bottom
  of the file.
