* refactor: transform load_configuration into a template function

Knowing that there will be three different executables, it's smarter to go through a template function for configuration loading

- Signature take now an additional `string` filename and it is templated on the configuration you want to load

* fix: add missing new config.hpp file

* refactor: split load_configuration into two different functions

- `details::load_configuration`: load an existing configuration file and return it
- `details::create_configuration`: create a configuration and return it

* improvement: use const reference instead of rvalue ref
