Fix typed json encoder conversion from scalar's NV slot to JSON_TYPE_INT

Implicit C conversion from SvNVX() to IV or UV does not work as expected.
Rather use slower, but correct conversion via sv_to_ivuv() function.

There are also test cases for scalars with NV slot to check that conversion
to JSON_TYPE_INT is working correctly.
