Recommend running tests with tox (#938)

Testing requires `pytest` and `freezegun`, which are not installed with
instruction `pip install -e .`. Instead, run `tox`. It's closer to what
the CI tool does, installs dependencies automatically, runs linters and
checks the manifest.
