Logic/commands: simplify `planner_add` implementation (#225)

Let's simplify `planner_add` implementation by making 
`PlannerAddCommand` and `PlannerAddCommandTest` to use 
`StringUtil#joinStreamAsString(...)` instead of having to map stream 
elements to string and collecting the results using 
`Collectors#joining(...)`.
