Static lut to constexpr structure optimization (#425)

* Transition from LUT to Struct: 

- I2c
  31136 bytes -> 29692 bytes, -1444 byte reduction
- Dac & Adc
  29112 -> 28044 = 1068 byte reduction
- Timer
   24592 -> 24044 = 548 bytes
- PWM
   Also made initialization unit test code more through.
- UART
- SPI

* Updating all projects, tests, and libraries after conversion

The LUT to struct change has affected quite a few files.
The commit fixes all of these issues.
A later commit will make the libraries align better with the new
philosophy and semantics for SJSU-Dev2.
