doc: Document the fallback behaviour for the MapAddress .exit syntax

Tor will try to use the chosen exit, but if that exit doesn't work, Tor
will fall back to a random exit to avoid connection errors.

Fixes bug 30109; bugfix on 0.1.0.1-rc.
