Merge branch 'constant'

Motivation:
The language standard treats constant definitions as different from
function definitions. While similar in syntax, these two have also quite
different semantic analysis. It may be a good idea to separate them as
AST nodes, too.

Changelog:
* Parse constant definitions separately from function definitions.
* Create AST nodes specific to constants.
* Inject dummy semantic analyzer for constant definitions.
