travis: enable the autoplay policy for Web Audio in Chrome (#1560)

* enable the autoplay policy for Web Audio in Chrome and see if it has any effect on the tests.

* travis: use xenial dist

* tests: ensure playback autoplay is never allowed by disabling use of MEI, applying autoplay policy to Web Audio, and whether sites with the highest overall MEI get playback autoplay by default for new users.

* remove no-user-gesture-required
