Fix H2 Migration Script

During development of #839 a block of the H2 database migration script was commented out because execution would fail when a test wasn't run within the default test phase (e.g. in one of the facet tests phases). It seemed like Lombok was messing up the runtime compilation of the stored procedure.

This commit fixes this by moving the stored procedure from the sql script file and into a static pre-compiled method within the source code. While fixing the problem it also will be faster at runtime and allow us to test and not forget about this code.
