Remove dependency of cim1-converter in CGMES importer (#723)

* keep expected IIDM networks as xiidm files when importing cim14 test cases using the CGMES importer (getting rid of cim1 dependency)

* remove cim1-converter module dependency

* mock platform configuration

* remove cim1 module
