CA-312605: Allow config of pause in _gcLoop.

- Storage BST can be speeded up by
  removing a 5-minute sleep in GC.

- Added a legal fist point to util.py which if
  present allows the sleep in the _gcloop to be
  skipped. If not present we fall back on the
  original behaviour but the sleep is
  now abortable as per CA-310988.
