Merge branch 'release-1.7.19' into develop

* release-1.7.19:
  Bumping version to 1.7.19
  Update changelog
  Fixing missing s in emr create-cluster create-default-role option
  Run the installer msi from the location it was downloaded to.
  Update handler to not depend on operation object
  Created seperate System classes for OS-specific code. Removed interactive input for 'install' command.
  Update the doc link
  Uninstall on windows will remoe the agent entirely
  don't show the error if Get-Service fails
  Added CodeDeploy register, deregister, install and uninstall custom commands. Refactored push command.
