docs/DeveloperGuide: update minor styles and formats (#159)

Currently, section '3. Implementaion' is not ordered properly.
In addition, 'Requirement Add command' and 'Requirement List command'
are not consistent with others which uses 'Feature' instead of
'Command'.

Let's update the developer guide by changing 'Requirement Add command'
and 'Requirement List Command' to 'Requirement Add Feature' and
'Requirement Add Feature' respectively. Moreover, let's also reorder
the sequence in the section 3 to improve  the flow of contents.
