[#80] Logic/commands: implement `planner_add` command (#109)

Our application does not allow users to add modules to the degree plan.

This makes it impossible for users to assign modules to any semesters of
the degree plan.

Let's add `planner_add` command to allow users to enable users to add
modules to the degree plan.
